Up-scaling and mainstreaming sustainable building practices in western China 

The Challenge

China’s unprecedented socio-economic growth drives expansion in the building sector. Meanwhile, building energy consumption has increased by 40% since 1990. The building sector accounts for about 30% of the final energy consumption in China, thus, it plays a vital role in China’s pursuit of a more resource efficient and low carbon pathway. By 2020, the Chinese government aims at 50% of new constructions to reach a green building standard. It is estimated that only 10% of new construction projects currently reach that standard. Of those 10% about 90% are located in the developed eastern China. In western parts of China such as Chongqing and Yunnan Province, the development of sustainable buildings is still at an early stage.

The Objectives

Overall objectives

  • to scale up sustainable building practices in less developed western China;
  • to reduce climate and resource impacts of the building sector and to contribute to sustainable socio-economic growth in China.


Specific objectives

  • to foster sustainable building practices among MSMEs in Chongqing City and Yunnan province with a replication potential for the western China, in the period of 2016-2019.

Project Approach

To achieve the objectives, the project takes an integrative approach by combining the following components:


  • WP1 aims at building up capacity for and providing technical support to MSMEs along the supply chain in the building sector.

  • WP2 targets at MSME users in commercial buildings and aims at raising their awareness of energy savings and improving the technical capacity of facility managers.

  • WP3 aims at strengthening the capacity of financial institutions for providing green loans and supporting MSMEs in the building sector in the target regions and beyond to access to finance.

  • WP4 will provide recommendations of key policies of developing a sustainable building sector to decision makers at both national and local level in China.

  • WP5 aims to improve business network fostering sustainable buildings.

  • WP6 will disseminate key lessons of sustainable building practices to the whole China and at the regional level in Asia.

  • WP7: Project coordination and management.
